That's a good guess, and for all I know Helen Page Camp delivered a such a line like that. But it's not the one I'm thinking of, which I did reproduce with as much care as I'm able.

This is not an exclamation. Had it been I would have inserted this ! This is what you say when you want, gently but firmly, to rebut someone who's just said No.
