I'm guessing that's Frank Harper talking to Mr. West in 'Winged Terror'.

"What's death without a woman's touch?"

I'm going to take a guess of Jeremy to Jim in Pelican.

James: Thanks, Artie.
Artemus: "Thanks Artie"! Is that all you can say to me? I've just come back from the grave, risen like Lazarus, and that's what you say? "Thanks, Artie"?
James: Thanks, Artie.
Artemus: It's a pleasure.

You're right that the speaker is talking to Jim, but not in Pelican.

How about Jeremy to Jim in Camera?

James: Thanks, Artie.
Artemus: "Thanks Artie"! Is that all you can say to me? I've just come back from the grave, risen like Lazarus, and that's what you say? "Thanks, Artie"?

It's funny because I never even "heard" it in my head. Then this evening I decided to watch the episode to celebrate the Giants' win and suddenly--there it was!

I'll find a quote tomorrow morning, probably.

James: Thanks, Artie.
Artemus: "Thanks Artie"! Is that all you can say to me? I've just come back from the grave, risen like Lazarus, and that's what you say? "Thanks, Artie"?
James: Thanks, Artie.

I was pretty sure I had the right speaker, just wasn't sure about the episode. OK, let's try...

Artie to Jim in Skulls

James: Thanks, Artie.
Artemus: "Thanks Artie"! Is that all you can say to me? I've just come back from the grave, risen like Lazarus, and that's what you say? "Thanks, Artie"?

We're playing Ping-Pong again. Where is everybody? I'll be back with a quote later.

James: Thanks, Artie.
Artemus: "Thanks Artie"! Is that all you can say to me? I've just come back from the grave, risen like Lazarus, and that's what you say? "Thanks, Artie"?

That sounds like Artie... is it "The Night of the Big Blackmail"?

Not 'Blackmail' (or maybe it was said more than once in Season 4, but that's not the episode I'm thinking about).

"What's death without a woman's touch?"
