I thought the first clue might be a reference to Kitten Twitty, but I watched both her episodes and didn't hear the quote. Then I thought of someone else whose name reminds me of a country singer, but I got interrupted partway through checking that episode and didn't get back to it yet.

So I don't have a guess, but I have been trying to find it.

And... I finished watching Human Trigger because there was a character named Porter Richards, but didn't find the quote there either.

The country singer clue was the only one I got so I knew the episode. Just couldn't think of who said the quote and never got around to watching the episode.

Lorrie Morgan is the daughter of the late great George Morgan, whose primary hits were Candy Kisses and Room Full of Roses.

I think you left a word out but I believe it is (obviously) Jim to Artie in TNOT Diva, when Jim has volunteered to take Artie's place as Rosa's escort.

Because of all the stuff about Jim, Artie and Avery playing games throughout the episode ("He acts like he's got the winning hand!" and so on). Also, it's the first episode where Jim DOESN'T get the girl at the end.
