I'm guessing Artie to Jim, either in "The Night of the Legion of Death" or in "The Night of the Hangman" (the two spend some time in a town unmasking a conspiracy). And since there actually is a near-hanging in the former (Artie about to be executed), I'll go for that.

If it's not that, then it's the latter...

No, it is season 3 as I said. Why would I give the wrong season?

And no, not Hangman or Legion of Death. Keep thinking. I'll try to come up with another clue later today. I don't want to be TOO obvious.

Jim to the governor in Sudden Plague (which I haven't watched in ages) but I do remember there was a governor in it.

(And sometimes the term of the CA governor isn't short enough! )

Another wild guess because I didn't stick the DVD in to check:

Tennyson in Double-Edged Knife when the guy asks him to help someone supposedly hurt in an alley.

When I attended cub scout meetings**, I remember learning this...and trying it to do it when my parents weren't around.

**(My mother was a den mother and I was too young to be left alone)
